The cross-border regions of Saarland (Germany) and Lorraine (France) feature many socio-economic similarities as both regions are striving to overcome a legacy of early industrialisation. Common historic and cultural bonds contribute to a common functional region on both sides of the border. It is characterised by a weak spirit of enterprise and a culture of unemployment, which exerts a negative influence on the development of a strong innovation culture. Consequently the regional innovation culture is very similar in both regions.
